The hemorroids are protruding from the anus, but go back in by themselves. They can also bleed.

Third Degree Hemorrhoids

You will find them protruding, but you will be able to push them back in with your finger.

Fourth Degree Hemorrhoid

The hemorrhoids that are protruding are so inflammed that they cannot be pushed back in. Most of the rectum is pulled through the anus and the hemorrhoids contain blod clots.
